Maybe it is possible to write an AutoHotKey script that does exactly that, but don't ask me how exactly.
Btw, if you don't wanna deal with the big picture mode overlay, you don't have to. There's an option in Steam settings which allow you to make use of your controller configurations whilst using the desktop overlay.

It's a bit complicated the first time around but once you understand how it works, the entire controller configuration tool becomes much easier to work with.
I did manage to greab a link to it, though. I wasn't sure if you wanted the horizontal aim inverted as well, so I left it as is. If you'd like to invert it, go to the "invert aim" action set and select the left stick, then go to advanced settings (assuming you can edit profiles created by other users, which I don't recall ever trying).
By the way, I play with an Xbox One controller in case you try looking for it under the community tab in the tool, so you'll have to ask it to show you all controller typers (Y/triangle, I believe). But it should translated just fine into DS4 inputs.

Been there myself xD I prefer to play my 3D games with the camera fully inverse (so horizontally and vertically). Not all developers offer that option, especially if they're Western. It's quite annoying but I make do with Steam's tool.
