Your performance in any game means NOTHING when it comes to performance in any other game. Believe me, I could show you a game that is likely older than you and which would lag massively on your PC.
This game uses 1920×1440 raster layered video files in a non-standard format and codec. If your PC cannot handle it, then the game will lag, simple as that.
Look up what could be using your CPU, especially the first two cores. Lighten their load and the game should run just fine.
Essentially, if you are on a laptop, you are screwed.
If you are on a desktop, most any desktop CPUs a HD 4600 was put in could work if you get some 150-dollar GPU alongside them.

The budget cards are getting pretty good and better as time goes on there as powerful as expensive GPUs a few years ago.
