sidearms lets them remember and select the appropiate tool for work and engangement range.
dualwield on the otherhand lets you use 2 (allowed) weapons at the same time while applying a malus to their performance for going akimbo.
They do work together I believe, allowing for two different sets of dual wielded weapons for example, I think. I don't use Simple Sidearms though so I'm not certain.
Oh yeah, also worth noting is that if you have "weapons" that give bonuses to work stats, like construction speed or surgery success chance or plant cutting speed, Simple Sidearms will also switch those out when doing relevant tasks if set up as sidearms.
