If the mod has some unique ways of mining try those as well as the base method of mining.
I also believe a mod that add items adds it to the list of items traders sell.
So I suppose its better just to ignore the coal generator since coal is not obtainable normally even with mods.

Make sure you're using the correct quarry. The medieval mod has its own quarry as part of the mod. If you have other mods that also add quarry's they won't give you coal.

Coal can be mined, quarried, or purchased from merchants and traders.
However, some places don't have coal. Some map tiles will have no coal on the over map but have some in the quarry, vice versa, or just none at all. Its completley dependent on map generation and where you are in the world.
Some mods also include charcoal. Charcoal can be used as a coal substitute but it adds an extra step.
