Need help with marshy soil.
Is there a mod that allows me to either "remove" marshy soils or simply built floors over them so that I don't have to deal with random ass spots in my base that won't let me build the way i want?

I'm pretty sure there's a building in the research tree that allows you to dry patches of soil.

Base game allows two things:
- build Bridges in those spots. Be aware you can't put heavy items on those tiles.
- build the 'moisture pump' for drying land, takes a long time (thx to Diarmuhnd for reminding me of the name!)

Moisture Pump is the vanilla rimworld thing you can build to dry wet ground.
There are mods that can make that Moisture Pump even better.
Type "moisture pump" in the workshop search bar.

there is an old primitive moisture pump mod too, not sure if it's updated if you are looking for a low tech option for a tribal playthrough

Also, note that you can build wooden walls directly on marshy soil, so if you design your base around it it might not be much of a problem.
