EDIT - I think I was thinking of "Combat Extended" which has loadouts. Though I have never used this mod, so I am not sure.

Though my approach would be to use the mending/recycling mod to allow for an easier path to having consistent quality clothing. Then when you swap them back, they would only go for the top quality which is the only option.
