They ether bought it at marketplace or they upgraded badge for this game from trading cards and got it as bonus.

A full set can be moderately pricey though, if you are not accustomed to pay money for emoticons.

On a related note, FFXIII-2's emoticons were disappointing compared to FFXIII.

New to Steam cards? There are extensive tutorials, you can Google for them, but the basic premise is: some games have badges, made out of a number of cards (usually 6, but can range anywhere from 5 to 15). You can get a number of cards freely by playing the game. The free cards equal HALF of a badge (so you get 3 cards freely for a badge that needs 6 cards), the rest you need to get either by trading other cards from other games or buying them from the market.

All badges have 5 levels. When you craft a badge by melding the required cards (you need a set, not just a number of them, so card #1 to #6 creates one level 1 badge, another set of cards from #1 to #6 a level 2 badge and so on) you get Steam experience (more experience = higher level = more friends slots… yes, friend slots here cost money, so is your profile customisation), a profile background and an emoticon from that game.
The last two is random and you may get the same five background/emote from crafting 5 levels of badges. (It happened to me a few times.) You may sell these backgrounds/emotes, usually for little money (1-5 cents).

There are many more things related to this (foils, gems), but these are the very basics.
Also, if you get to level 8 (800 XP, it's easy) you cna get free cards during the summer/winter sales when you do the "which game to put on a flash sale" votes for some easy additional XP or 1-2 USD worth of sales.

I have sold emotes for over 2 Euros. Plus it's not just Steam, look at how Twitch works.

Thanks for the tutorial! :)

Hopefully I'll have some Lightning Emojis soon then haha.

Completely disagree. XIII-2 has chocobo, cactuar, and bomb emotes, which can be used for almost any FF game. They're nice, colorful, and remind me of classic FF games. Compare that to XIII's emoticons and they just don't stack up. The leader flag is useful for me when I describe fight strategies (e.g., "Make your party :FFXIIIflag:Fang, Lightning, Hope"), but that's about it.

Only disappointing thing about XIII-2's emoticons is that there are now two of Mog, thanks to XIII having one of him for no reason at all.
