So then I decided to hit my Windows 10 HDR settings, basically where they give you one bar to play with. Put that on my second monitor, W3 on my primary monitor, and adjusted it. Low and behold, it changed in game and really brightened the colors, sun, vegetation, and darkened the shadows. It's there.
Subtle, not full implementation, but it works.
open with notepad scroll down until you find visuals, there you see a few options, Hdr paperwhite, Hdr gamma, Hdr gamma2 and MaxTvBrightness.
You can play with those setting until you're statisfied with the results
The game's official HDR is crap.
