Just one line like thjs could justify scene, but there is nothing like this in game and its not justified at all.

I imagine the timeline is like this:
1. Terra Save function ambushed, Claire + Moira and others are kidnapped and brought to island.
2. BSAA hears about this and investigates immediately. They don't have the exact location of the island but a ballpark idea. Maybe even Neil leaves a breadcrumb trail on purpose as a fallback plan in case She-Wesker backstabs him, he'd have the BSAA to "rescue" him.
3. Claire episodes happen until the fall and Moira is left to fend for herself. Her Struggle DLC starts.
4. Claire is spotted and rescued. She is in a coma and Barry gets no useful information from her.
5. Moira the Struggle DLC takes a sharp turn when the Afflicted turn to Rotten, and the Revenants come out in full force. Eventually she parts ways with the old man.
6. At the 6 month mark from the point where Moira sends the initial SOS, the BSAA finally have a location on the island and more intel---that's why Barry has "briefs" and "reports" in his playthrough.
This is also where your assumption is wrong I think, it's not 6 months since Claire was found, it's 6 months since the initial SOS. The time that Claire is in the hospital is probably much shorter than 3 months.
7. Barry starts his chapters and lands on the island. His final moment coincides with Moira having learned suvival tactics from the old man and a new attitude. She bumps into him and Natalia at the climatic moment.
8. Claire, having recovered some time during Barry's playthrough, wants to go back to the island. This takes time though, she probably has to be cleared by the BSAA and what's left of Terra Save, as well as all the other red tape these organizations have. When she gets the greenlight, she goes with a helicopter and a rocket launcher.
You'll get used to these in Resident Evils. It is not even the first time Claire is involved in a similar plot hole, Code: Veronica has an almost exact same one with its timeline.
Or am I forgetting something?
