i can spawn bots using 9 and 0 but they just ragdoll.. how to make it fight?

they used to before the latest patch but the devs decided the only thing you should feel while playing single player is depression so now they just ragdoll

When it comes to single player / local mode, what you can do is install an older version of the game alongside the current version. There are guides out there like https://steamcommunity.com/sharedfiles/filedetails/?id=2017399886 or https://steamcommunity.com/sharedfiles/filedetails/?id=889624474 - I'm not sure if they are still current, but I went through the workflow of a guide like these and managed to successfully install and run versions back from the stone age. So just grab the previous version before the downgrade, prevent steam from auto updating it, do some folder renaming and you're good to go.

Edit: I didn't verify whether that functionality was removed, but assuming the previous comment is correct, this is how you would get it back.

Yeah, definitely listen to what ^he tells you... he's very familiar with the games files, you might even think too familiar.
