At most, being able to do it yourself is unintentional.
Honestly, just prevent Repa from targeting herself with it (doesn't make terribly much sense anyway) and it seems fine to me.

Yes. That's equivalent to a single-target Binding Chains, which is 10 stars.
Or you could just use a Dash for 3.
There's a reason people hate Magical Massacre, and the absurd cost is part of it.
Not always, but I did say that that aspect of the card could use some looking at.

Not really. Aside from allowing you to target yourself, it doesn't really do anything other cards don't already allow you to do better. To compensate, it offers control and precision, which is good - but not good enough to warrant a 30 star cost, that's insane.
Even Delta Field is only 20 stars while being much more threatening when boss panels are involved.
In fact, part of why it's useful is because it's fairly inexpensive - making cards more expensive does not always equal balance. For instance, Dash is a quite useful card for nearly any character in nearly any situation - but would you ever really use it if it costed 30 stars instead of 3?
She's probably going to get fine win-rate stats and people are just overreacting.
She's not good enough to survive nerfing the best aspect of her hyper, but this aspect is honestly ridiculous.
