check your region is set sensibly for you, and the limits aren't blocking anything. And it's probably best to have 'allow downloads during gameplay' ticked (then you can disable it per game for online games in the game's properties)
workshop items should update any time you start steam if they've been updated. If background downloading is off they should at least get listed in your download queue, and I think you're forced to complete downloading them the next time you try and start the game before it will let you play.
They download to somewhere in
\<YourSteamDir>\SteamApps\workshop\downloads\
while downloading, then get moved to
\<YourSteamDir>\SteamApps\workshop\content\<AppIDForTheGameThey'reFor>\<WorkshopID>\
when they're done, and that's where they're loaded from when you start the game.
If there's still nothing then I'm at a loss without trawling through the main Steam forums, as it's going to be a general issue with Steam not QuakeLive.

Feel free to try what they tried.
However, I did copy Silent Fright from my backed up copies of maps from the previous version. I pasted it into just about every folder I could find in the Steam Directory for Quake Live and now I can cv map Silent Fright in practice mode. Have not had a chance to try and join a real server on Silent Fright yet but I assume if I can practice on it I can play on it too. So I'm guessing something worked but unfortunately I did not take my time and test with each new pasting individually so I'm not sure which folder made that one work. Or maybe after the reinstall the workshop downloaded that one map but not the rest? I'm so confused and lost.
I'd try manually downloading the rest of the maps and pasting them into folders but I don't know how to download something out of the Steam Workshop without using the Steam Workshop. I don't have Superspace from the previous version, never heard of that map before. Is the Holiday Pack available for manual download from github or anything?
