there are dozens of good portraits in the workshop. Granted, beauty lies in the eye of the beholder but it is impossible to say "every single one there sucks and looks cheap".

In case of just portraits or flag decals, it usually means nothing. They can be outdated for years and might still function proper (even if shown as outdated in mod launcher). So as long as the update does not change how things for flags/portraits work, ususally a update does mean little for them and you can have such "outdated" mods still active without harm to the game.
Which of couse has to be seen in context. If we take for example the Asarai species mod, that are not just only portraits or a flag. There are traits and ships and maybe other stuff involved. Such a mod has more problems to cover with an update and probably wil not work flawlessly when classified outdated.
