Scales of Fire ?

I've completed everything else, but for this quest I have no idea what the game wants from me.

"fiery scales" is probably a hint. But I just don't get it. All the other similar quests were easily solved by fishing near the fishing spots. But this one, I've fished all around on the planet, with different baits, at different times.

There's something I'm missing. What?

So I finally did it. It appears to be pure RNG. I tried different locations, times, baits. Finally got it on the 10th or so attempt in the same location, same time, same bait.

Fun fact: cooked fish work as bait, some of them have +40% and more. Tons cheaper, too.
