You're totally right! Comparing apples to oranges right here. How could I've missed this?!
I actually enjoy the exploration in NMS, while in starbound, its kinda meh... unless you have a fetish for pixel art maybe...
Otherwise Starbound have a certain potential, mods, lots of weapons, lots of building possibilities, but sadly I think that Starbound failed where Terraria successed in thoses points.
I enjoyed messing with fluids in terraria but didn't in Starbound
I enjoyed fighting endless hordes of goblins in terraria while the very few intense fights in Starbound are painfull and unfulfilling
I enjoyed digging down in T but not in St...
I enjoyed getting upgrade in T's equipement but in St it felt really artificial and forced....
But again, NMS is quite different practically, you have the environment hazard mechanic that make it a totally different experience, while in Starbound you have random d!ck-shaped monsters that try to kill you every few meters.
Also, if you hesitate on buying NMS (which is 25$/€ on sale) because you have a potato PC, keep in mind that mid/large constructions in Starbound is sufficient to make my PC lag, while I run NMS without issues. (Especially in MP, Starbound netcode is kinda weak)
If you want alternatives for this game, well
First if you didn't played NMS, I'm not sure you know what kind of game it is, (just a thought)
But if you know that NMS is a slow paced exploration, where your objective is either the few ones the game give you but in reality is more what YOU want to achieve (wealth, exploration prowess, knowledge or wealth again in different forms...)
Then, erf, Elite Dangerous is kinda the same scope, while more oriented MP and ultra realistic space sim, there is no real objective beside what you want to achieve (fight, exploration, wealth, or even reputation in several ways) But Elite have a hard learning scope, and finding players involve either finding friends (like the Mobius groupe which is great honeslty) or playing in high activity sector which will end you getting destroyed sooner or later by some "pirate" (read someone whose objective in life is ruining people life for no reason not even money)
Also, you have Spore, which is an old ElectronicArts game, which bear some similarity in concepts, like randomly generated, genital (AGAIN!!) shaped monsters, evolution, civilisation and then space conquest/exploration. Spore is fun once, but I got bored quickly, I suggest you whatch gameplay video and reviews... Its really far from NMS but kinda make me think about it each time I play it.

Just get a game you would like, instead.
If you like it... then why not pay for it?
If you like it but find it too expensive, wait for the next big sale, they happen every few months.
If you can't decide if you like it, go watch any of the thousands of youtube reviews or lets plays, or twitch livestreams, showing nms in the current patch, and figure out if this game is for you or not.
Some people consider that watching it being played by an entertaining person can be more fun than even playing it themselves :D
The only similarities that I can think of is that they both have spaceships, but in that case Galaga has some similarities too.
Besides, sadly it isn't cheaper than NMS, which is what the OP is looking for. And you have to pay full price on the game every time they release a new expansion. =/
Sure once he buy it he will know, but the smart move is to ask first which is what he did...
He can do like pretty much every other gamer on the planet and go watch the thing he's curious about being played on twitch and youtube. It paints a much fairer picture than a bunch of snarky people on forums (myself included, I'm very snarky). :D
Edit: Using the forums to decide if he likes the game or not is like asking random people on the street if a restaurant is good. It could work but its a crapshoot and only a crazy person would do it.

I don't know of any games in the same style of nms that you could legally play RIGHT NOW for free or cheaper than NMS.
Theres Dual Universe coming out in a year or so. They're launching a buggy alpha I think at the end of the month for the people that bought into their kickstarter, but its not that much cheaper than NMS, and it isn't "right now" either.
