FYI, the stats are grouped under a header named "^GLOBAL_STATS". I'm not sure what you mean by "page" --- perhaps a reference to a save game editing tool? I just edit the raw JSON file. It's a tricky area to work on, because there are dependencies between the stats that you could easily throw out of whack. Fortunately, "^FRIGATES" is a simple single value.

I've used "NMS save editor" (get it from Github).

"^FRIGATES" stat can be find at PLAYERSTATEDATA / STATS
For my save, it was at ligne 499
This stat was set at 21 instead of 30 ! Should I had to dismiss/buy 9 others frigates to fix the issue in game ? I don't know.
So I modified the value, saved and finally got the "Admiral" title.
Thanks for the tip. Spend years with this title unfinished. In my case, the bug was that stat bocked in 29. Concerning your doubt, I tried to fix it discarting several frigates (incluiding the 3 obtaining as prix in expeditions), but even having again 30 bought back in the float, title never appeared. Edition of JSON as you mentionned above worked fine for me, 30 in the place of 29.
