I tried that and nothing happens, do they have to be in a fleet and on an expedition for me to actually dismiss them or no?

The delete function was lost in v1.63. The reason is unknown.
Outside of running derelict freighter missions to get cargo bulkheads to create more slots, no in-game way to fix it...maybe using the save game editor but that is a guess.
Edit: Find a better freighter with more slots...but they are usually expensive.

In the current version (v3.42), so when you check your frigate fleet on the screen that is on the command bridge, there is now a button to (remove) the ship you are looking at from the fleet, you also get a confirmation question , if you are sure of the matter (remove the ship), if you use the button.
They do not delete if they are stuck in debriefing.
If it is not possible to do the debriefing, you can try deleting the frigate assignment, using the save editor.
