Is it under water?

I've never specifically looked underwater for it, so it may be there too.

When in a red star system, a scan of the planets will tell you what resources exist on planets scanned, cadmium and activated cadmium only occur in M class star systems - usually red ore bodies where it occurs.

Activated Cadmium is just like Activated Copper.

It can appear in any Red-Star System, but only on planets that have intense weather storms. When you're in space, scan each planet in a system until you see one that says "Activated Cadmium" instead of just regular Cadmium. Just beware that any planet that does have Activated Elements is very highly hostile weather-wise and the storms are very intense. Don't wander far from your ship!

Also keep an eye out for Storm Crystals while you're there -- they are worth 100k units each, and you also might want to keep 4-5 to make an Antimatter Reactor which is nice for "free" Antimatter. Said crystals are found in glowing rocks during storms (they don't glow when it's not storming and can only be harvested during the storms).

Or, you could do frigate missions. Activated elements are rewarded on a regular basis, though you might get copper, indium, etc and not Cadmium.

This is only an FYI.
On Earth, there are no cadmium mines..It is only produced as a by product of lead mining. Like happiness, it's only produced as a by product - you can't successfully go after it directly. It's too bad the designers don't know about this possibility. Could make for some interesting resource collection.

I think to be honest, they were just looking for metals they could use as a BeefGate to give the player some sort of progression, instead of giving them free reign over the whole star system the moment they installed a hyperdrive. Too bad they forgot about the actual progression other than Cadmium/Emeril/Indium though. For the life of me, I can't really see much difference between the Yellow/Red/Green/Blue stars whatsoever, 'cept the main metal (which all refines into the same resource...) and a few mild % differences as far as what types of planets will spawn. It doesn't even really affect economy as you can easily find 3-star economies on Yellow planets.
