How do I use decals and decorations in my inventory?

One of the Freighter quests gave me a decal and a wall panel decoration, but I can't find a way to put them to use. I can't activate them from any inventory, they aren't options when I want to build or deploy technology... I'm lost.

What use are the decals, and how do I find this magical land of customization and prettiness?

they should be under decals somewhere in your build menu. And you can color stuff the same way you delete things, theres a menu for it. Its not in tech, its under decorations section or some word like that. You can put decals on your bases, not really on ships or anything like that.
