I mean, it takes like 5 minutes to skim through the last 10 patch notes on their website. Something you clearly didn't do.

This has nothing to do with players occupying missions in the mission board but not initializing them. The count down is POST initialization, not PRE.
Why is that so hard to understand? Rhetoric question.
That is after the mission had been started. What the OP is talking about are players who select a mission but do not start if for some reason.
Regardless of reason, why can't another person join or start their own. It is poorly designed.
