Inventory item shakes and makes noise?

Playing on Quest 3, via SteamVR link. I just started, in the tutorial. I think maybe the quest bugged out?

I have the hand pointing icon on my HUD, I open the inventory for my suit. There's an item glowing, called the hazard protection... something. I picked it up and put it down, expecting the quest to tell me to do something with it, but nothing happened. When I put it down, it starting vibrating with a ping sound, slowly at first. It kept blinking and pinging though, creating a really loud echo effect. When I pick it up, it stops, but once it's back in the inventory, it starts all over again.

Unfortunately, my game saved. So every time I go back to it, the item is still there, shaking and making lots of noise. It's the strangest thing. I've tried everything I can think of to get the quest/tutorial to progress, but I'm definitely stuck.

I'll try starting over and see if it happens again. As I said, I wasn't very far along.

Just started a new game and got the exact same bug. I have no idea how to get past this point. The Hazard Protection icon glows, makes its weird sound. I have a hand icon on my screen, pointing at my other hand. I open my inventory, move the glowing hazard protection icon around, put it in different slots, and nothing happens. There's nothing in log about the tutorial or what to do. I'm just stuck. This is so frustrating.
