No silicate powder underwater, intended?

I just noticed that we can't get any silicate powder from ±1m above water to underwater.

I tink it's pretty strange and not very logical but I not sure this a bug.

It's a bit annoying when your are on a "ocean planet" and want to buildi a base which contains a large part of glass element.
