Settlement charts getting consumed but not working

So basically my first settlement from doing the mission is clipping through a large mound that I didn't notice when I became the overseer. Was only when I looked around that I realised it's basically burying several houses. Also whenever I fly back to the settlement, it's sometimes hovering off the ground (I don't think it's supposed to do that xD). I figured it was a glitchy site so I decided to go find a different planet I liked to make a settlement on.

I found a nice island world and tried to use one of those charts you get from the merchant in the space stations to locate a settlement on my world and the chart gets consumed and then doesn't do anything. I've wasted several charts already and I've tried logging in and out, warping back and forth different systems and coming back but nothing works.

I still have yet to experience what owning a settlement is like :(

For me the Settlement Charts are completely broken. They either don't work or give a "interference' message over and over. Further, even when they do work, if landed on a planet, unlike all the other charts, they rarely give a settlement from the actual planet you're on, instead trying to constantly send you off world! Hunting for the perfect settlement is a boring, futile, pointless exercise atm.
