NPC ships not spawning in space stations.

After the last small patch I noticed that NPC ships stop spawning in Space Stations for me. I ported around to different stations, relogged/reloaded, nothing seems to spawn NPCs in any space stations. They spawn normally on planets and on my capital ship, i see the ships flying around outside the stations, they just dont enter the stations.
I usually use the space station NPC ships to purcahse resource items since they tend to have a larger assortment of goods to sell then the ones one the planet.

Update: Found out that if I have my captical ship too close to a space station. It some how stops the NPC ships from going into to the space station, it also seems to affect all stations in the game, not just the one I parked my fleet next to.
