I tried changing those settings on my Windows 7, didn't work.
I tried playing Enter the Gungeon and The Elder Scrolls V.
But I just tried playing STARDEW VALLEY, and the same problem happened... so maybe these games are getting the keyboard properties from the same place... but the changes suggested by the forum still had no effect. :/
I'm gonna keep trying tho. It seems to be a general keyboard config issue... not the game.
May you try with another keyboard, it works for me even the other keyboard is ♥♥♥♥♥♥ as ♥♥♥♥...

In NMS, go in the SETTINGS folder and delete the xml file responsible for the key commands. This may also help immediately.
The other possibility is that you are running a key logger program (AHK or similar program that heavily sets the keyboard behavior; btw: such programs are a security risk), you would need to disable it before playing NMS.
And last: scan your computer for viruses, I would not be surprised if it's that one.
Yeah, I missed that sorry, that's the first thing to check: change your keyboard and see...
All I remeber is that it was related to Sticky Keys/Filter Keys configuration on Windows 7, which is the OS I use.
