Settings keep resetting

Decided to return to this game since I got better equipment and game should run better on my end.
That part is just some context the important part is, I open the game reduce in game music and SFX settings as well as multiplayer settings but the game keeps reseting them everytime I go to "saved games/start new screen" they reset to default blasting the audio at x8 louder than what I set (I set it to 10% cause i prefer it to be more ambient).
I dont understand why it does that and how to fix it. the audio problem i can be fine with since i can just use system sound mixer and reduce game's sound but the multiplayer setting reseting is a problem

Edit: been digging around and setting settings and related files to not be "read only" doesnt help in any way, and neither did setting the EXE file to launch as admin
Edit: 2 found a way of fixing it but in case anyone else has this problem and cant find a sollution im not removing this discussion

After multiple hours of digging and trying ♥♥♥♥ myself the sollution to this problem is:

- set whatever settings you want
- dont press start new game
- go to graphics settings
- change anything to prompt a "need restart" message
- restart the game

boom now it should normaly save ♥♥♥♥
