I did notice it's using the sl.pcl.dll file from the 572.83 driver. So it's using 2.7.10 instead of the game's 2.7.2 version. This is a mismatch as it's using the game's sl.interposer.dll of 2.7.2. I prefer all my streamline files to use the same version. May or may not have anything to do with the issue. Just something else to try after drivers.
To fix that goto C:\Program Files (x86)\Steam\steamapps\common\No Man's Sky\Binaries and renaming sl.pcl.dll to sl.pcl.dll.old then do a file integrity check and it will download that file. Note you may have renamed that file previously to force it to use nvidia's file instead as that was a known way to fix that file previously. Since they updated to 2.7.2 i don't think it's required now but i'm not sure.
Another thing and probably not related either but i do see steam overlay is On. You may want to turn it off as it's known to cause issues for some. Just to eliminate another potential possibility. And you're using a laptop which can cause other issues. But i'm sure you know what those issues are (correct power setting, correct gpu selected, etc).
My vote is driver though.
Type vulkaninfo --summary [ENTER]
It may point on a wrong /bad dll
And if it has been written .. just to see your default settings :
Could you post the content of your TKGRAPHICSSETTINGS.MXML (just open it with notepad and copy&paste it)

Save the file and make sure Steam Game Recording is disabled .. same for Nvidia Overlay
You may also delete everything inside C:\ProgramData\NVIDIA\NGX\models and launch the game
Run NMS again
