Report a translation problem
You will probably make a few trips to it. They keep giving you parts lists to build stuff, then more parts lists, and then more parts lists. I was starting to get a little peeved by the last one.
Warp was not available and any ships available to buy had warp tech removed. This was the issue, no way to warp, no way to get to the Anomaly, no way to access a Construction Research Unit, no way to leave the system.
There was caused by a bug in the rewards which broke the progression.
I found a loophole, though, I bought a Freighter and that had warp ability built in. Once I warped via the Freighter, the Anomaly automatically spawned, and I was able then to process with the expedition.
It took many hours to figure this out.
If you completed the proper milestone, claimed the rewards, and still did not have the hyperdrive plans, that would be a bug, and worth reporting on ZenDesk. There are a few recent posts about mods breaking expedition milestone rewards, so if you use any, you might want to make sure they are updated.
The parts you need for "Homecoming" are in turn rewards for another milestone in phase one - Vital Salvage (which requires you to fix the damaged bits in your ship and multitool) says the reward is "decorative base parts", but it is actually exactly the pieces you need for Homecoming, most of them pre-built items you just need to place.
