If FSR or DLSS will not raise the FPS, there is a FPS limit active... seems to be bugged, please check other threads regarding performance issues and frame drops (= constantly low FPS).
System runs on high performance mode.
All other games run fine.
Any chance you running the same specs? I have a bad feeling its ryzen related somehow. Just cant get the game to use my cpu properly...

Man this game is soo bricked XD
- 50% GPU Usage
- 20% CPU Usage
- 16-75fps maximum
- Frame Generation is stuttering and lagging + DLSS doesn't made a huge defference at FPS
On my rig (i5-12400, RTX 4070ti) - I've starting notice there is something go wrong.
I tried to search Youtube with that problem - no one have it + everyone is trying to solve a problem from nothing + at my setup everyone who have it are playing without issues.
An author of this post has made for me a good thoughts 'bout "FPS Limit" and...
Oh boy, I need to say this how I've tried to handling with configs to change threads numbers (doesn't help) and tried to use lossless scaling for test (doesn't help)...
BUT! But when I unlocked FPS Limit from Nvidia Control Panel (was stocked at my monitor 170Hz) and turned this off - IT WORKS!
Now a have 100+ FPS (no bull).

Soo you did not touch the vsync and just the fps limit in the drivers?
I personaly lock my fps globaly through riva tuner (msi afterburner overlay) and never had issues with that. It also seems to work well with nms and didnt change anything when i disabled it.
Very interesting that everyone despite having similar hardware has such a different experience when it comes to performance and solving this issue.
I've noticed that DLSS FG isn't compatible with FPS limiting 'cause limits are bottlenecking DLSS FG. Vsync is automatically turning off when You use DLSS FG.
But what I still keeping in Nvidia Control Panel is Fast-Sync (I've turned off Adaptive-Sync on my monitor 'cause of stobing picture in shadows and dark scenes).
So, if your FPS has been locked via Riva Tuner or NCP globally - unlock it.
For me - that has help and I repeat that I have Hi-Rig and now I can play at Ultra.
I've noticed this drops after several hours of playing game and I've noticed only one fix for this ('cause with unlocking FPS - it still working fix, but that's not fixing every aspects).
But I fixed it and have now critical FPS drops.
If You have your settings on Ultra - change the specs right to the next settings:
- Texture Quality (High-Ultra (Check how much of VRAM You have and with what Resolution Screen are You playing))
- Animation Quality (Enhanced (it will makes no visual differences, but will lower your CPU usage))
- Shadow Quality (Enhanced (no need to setting them higher))
- Post-Processing (High)
- Reflections (High)
- Volumetric Effects (Enhanced)
- Terrain Tessellation (High)
- Planet Quality (High)
- Water Quality (High)
- Base Complexity (High)
- GTAO (Enhanced)
This settings will make no huge visual difference, but they may lower your CPU and GPU usage. Don't forget to unlock your FPS, if you locked them in Riva Tuner or Nvidia Control Panel (or somewhere else).
