Other than that, NMS has issues with stutter for many people, no rhyme or reason. It's all over the place. People with hardware more powerful than mine had issues with stutter. So far, there is no known fix for this, nobody knows for sure what causes this. The Max Threads setting tweak you may come across on the forums is obsolete, doesn't do anything any more. Your hardware should have no issues running NMS at 1080p. If you are 100% your Nvidia drivers are updated (current version is 531.41) then there is not much you can do.
You can try giving steam.exe and NMS.exe higher priority in the Task Manager, try High, but not Realtime, but it's unlikely to help. It's just a bug in NMS.
Some people said that lowering Anisotropic Filtering from 16 to 8 and/or running in borderless mode helped them with stutters and FPS/graphical issues, won't hurt to try.
I was running the InventoryUnbalanced mod and experienced a lot of strange behaviour after the Interceptor Update dropped.
I tried another Inventory mod, 9m_inventory by JamesDude420 but still experienced the same issues.
However, after downloading the lua file via the POSTS section on NexusMods and repacking the lua through AMUSS, I now have increased inventories and none of the strange behaviour and the game seems to be running normally
What makes this weird for me is that on my laptop with a Ryzen 7 3750H and a Geforce GTX1650M, it runs obviously at a slower FPS, but stable with no stutters

The starfield animated loading screen still stutters and pauses after all these years making the game look broken from the start.
Some starting planets are smoother than others while some stutter really badly no matter the settings. The game just does not work with certain hardware or it is not detecting it correctly. Every game other than no mans sky is silky smooth on my system thats on a very large game library.
It is not your systems so dont upgrade or buy anything new just to play this game. Every update is a shallow attempt to show the game is being worked on. Its all just filler content. The engine doesnt work.

What do I do with that information? Wait for next patch? Kinda wanted to give the game a chance but when it hitches long enough for my eyes to track over to the frame counter its not exactly a good first impression...
Could easily also be invisible settings that choke certain cards - my own is better for textures and some of the newer shading tech just kills it...so if that sort of thing is forced on somehow somewhere...
Anyway if anyone does have some out of the way solution do let me know - I tried the common ones on the forum.
Edit:Also oddities in draw distance cross my mind. Used to be you could solve this sort of lag by actually increasing LOD to force more textures to load to RAM in some game etc
IMHO, the game engine has inherent problems due to engine design that are impossible to fix without serious changes to the engine. For instance, the way the game stutters for few hours compiling shaders after a major update and then goes back to normal? No other game I ever played does that. It's just weird.
I luckily don't experience any major stutter but even for me now, the game sometimes pauses briefly when I move or turn very fast. It's not a stutter, but a short pause every few minutes as if it was loading something. And the drawing distance issue is quite bad most of the time. There is no reason for this game to do this. I have a pretty powerful machine.
My cpu goes up to 100% at these moments, so it looks like the GPU is waiting on the CPU, mine is 8600k, 6 cores and no hyperthreading, it's even worse and the same type of lags when I disable one core or more. I think the game engine is badly configured for some CPU's.
