Seriously dude you can't expect it to run on a decade old hardware... Get a JOB and buy something better(more recent).
and it's run everything else just fine for me, so a bit of a surprise.
Be it GTAV or Witcher 3 every other damn game works fine

This is the dev's fault for closing off the support for it. Heck there's some i3s that don't support sse 4.1 yet according to the requirements all you need is an "I3".
Honestly this is probably gonna be fixed by next week. MGS 5 had this issue at launch and the devs rolled out a patch in a few hours to fix it.
A quad 3.2 to 3.8Ghz in a museum? Pull your head out of your ass, it smells.
Phenom II does not have support for SSE4.1 which the game requires, its only SSE4a. Unless AMD update and fix it, we need to wait for the Devs to do a hotfix.
As a note MGSV had this issue and the devs rolled an update out a few hours later.
