Buy the blueprint from Perses, the Exocraft specialist on the Anamoly.

I've not checked on my own save yet but your own base mechanic specialist npc may have blueprints for exocraft as they have other things now too. If you did the Utopia 9th expedition or play abandoned mode you may also have a base part that you can interact with for blueprints and decorations too.
