I also noticed it a few days ago and now thought to take a look at open discussions about it.
Usually with updates there appears to be an "i" symbol in the download-window next to the game title and mousing over it it says what is being downloaded/verified, as in "shader" or "patch data" or "verifying".
In case of No Man's Sky it doesn't specify what is being download (at least on my end).
I am pretty sure disabling the setting for shader pre-loading would help but also as mentioned above this will disable the downloads for any other installed titles and only No Man's Sky starts a large download daily.
I use Arch by the way (not pun intended)
It's been downloading 4.8gb on Friday, Saturday and Sunday (I haven't launched Steam before that this week). It mentions downloading shaders, and it's definitely some downloading, not some validating (switching from wlan to eth considerably speeds it up, displaying the download speed expected for both).
Devs, let us know what more debugging info we can provide, if any.

Same issue here on a Ryzen 5 3400g APU using current Ubuntu LTS.
For me it was happening with several games, using Devuan 5 Daedalus, i5-10400, gtx 1650, latest stable kernel and driver from nvidia.com. Using Win10 again though for various reasons.
Manjaro kde kernel 6.7.
