When I pop an Echo Locator in the system, it says there isn't any harmonic match (or whatever the phrasing is, it doesn't lead me to a crashed ship or harmonic encampment, EVEN THOUGH it's a dissonant system).
Maybe when somebody posts the specific coordinates (latitude/longitude) for the crash they found, I could get there (although I find it tedious, so I haven't tried), but I was HOPING that by activating a search for crashed ships IN the proper dissonant system I would be able to get the interceptor posted by someone who shared glyphs.
So far, I haven't had success. Anybody want to pop in with other advice???

Not being in the correct galaxy will cause all of the issues you previously described in the original post.
Don't confuse 'System' and 'Galaxy'. They aren't the same thing.
Portal coordinates can send you to the right SYSTEM, but they will NOT send you to a different GALAXY. You have to get to the required galaxy on your own somehow. And you must be sure you're in the same galaxy as the listed address to find the listed ship design.
If the address does NOT list its galaxy, then it might as well be trash because it is basically useless. The galaxy is part of the address and is REQUIRED. Sadly, not everyone lists it though...
Once you are sure you're in the right galaxy, using the listed coordinates to go to the system should allow you to use the locators or AI to locate the ships/camps in that system and find that specific ship that was listed.
1) turn MP off BEFORE you use the portal (otherwise someone else may take the ship/MT before you get it)
2) you need the galaxy name, a way to get there and a portal in that galaxy
3) you need the portal address
4) you need the planetary coordinates (if it's an planet-side MT or crashed ship)
5) for MTs you need to know if/where you may have to save+reload to get the right MT in the specific cabinet
Lol. Has No. 1 ever happened to anyone? It's rare enough that there's another traveller in the same system by chance. I played NMS for over 500 hours and that might have happened twice.
eg. HeRo2u post a youtube vid for 3 sentinel MT's with 4 SC slots together, all three sites are very busy with travellers coming (the 3rd in particular, a rifle with a cube of SC slots) for the stuff

besides why go to all the trouble of going there to maybe NOT find it, when a simple click will guarantee that it's there
For coordinates from a YT video, yes. All the time. Going with MP on is the guarantee to find an empty spot.
