Sure. Let's hope I get it to work.

it seems that it's specific models that are cursed by this super low view range. But even if it would be just those stones you REALLY notice when playing the game and every few seconds something appears like you're inside a magician show.
Not that I know of. THAT means I've uninstalled it a long while ago and just recently reinstalled it before also starting a new save. I've never got into modding too much back then so I'm not really proficient with it. Could it be that even after uninstalling the game, the mods persisted? And if something like that can happen, how do I check it? Where are mods normally placed? Or how do I absolutely nuke NMS and all of it's mods from my hard drive to create a clean slate?
judging by your reaction the pop-in problem most likely isn't normal so it has to be a problem on my end.
Check that after the uninstall the No Mans Sky folder has been uninstalled fully, if not then delete it.
Then go into Documents, see if you have a folder called My Games, check that there's no folder for No Mans Sky there as well, if so delete it.
I've often found that these folders remain after uninstalling a game.
Once that's done, run windows disk clean app, that clears any temp files, restart pc, then reinstall and see if the problem is cured
Just some things to try if you still have problems. I hope it works out!
so my mods folder is
e:\Steam\steamapps\common\No Man's Sky\GAMEDATA\PCBANKS\MODS\
you can disable mods by having the disablemods.txt file in pcbanks
but as you've not played in awhile any mods you have will likely be out-dated so make sure to remove/delete everything inside the mods folder
Reducing the graphics settings will help. Getting faster hardware would help.
Tweaking / optimizing your existing hardware might help a little. (Defrag your hard drive, if the game is installed on an old spinning rust drive. Make sure your BIOS is using XMP or AMD's equivalent. Make sure your drivers are updated.)
