It costs 100 cactus flesh and 200 Star bulbs to make 1 Poly Fibre.
You can also just purchase Poly Fibre, so the fastest route that may not require cancelling out of the mission is to check both galactic trade terminals at the station. It's pretty uncommon to be for sale, but you might get lucky. Checking trade depots or minor settlements in the system also might pay off.
Another option for doing it in-system (not canceling the mission) is to find manufacturing facilities. You can unlock the recipe from (some of) those if you solve their riddle.
It's funny this happened to you, because I JUST did that, and my thought as I built that item was "This would have sucked if I didn't have the dam Poly Fibre recipe, or the Cactus Flesh and Star bulb needed."
I will have to abort the mission just to leave the system to get the cactus.
Deleted all the building objects, returned home and grabbed the cactus, restarted the mission and had my 1800 quicksilver in about 10 minutes.

That's why I had the thought about exactly what is happening to you when I did it. I am in a new(ish) save and I waited and waited and waited, checking the nexus regularly, to do it until it was offering something that I needed/wanted.
usually when there is a construct mission on nexus,
the small missions usually have it as reward. but need to have it open so when some1 else grab a mission and the next mission have it, to grab it asap. today i see it twice.
but as others say, you can unlock it from nexus terminals so you can craft it.
I'm not the OP, but I almost had the same issue as he did, as I had JUST learned the recipe about an hour before doing the same mission. So thank you for this information! It may be useful some day.

I saw the warning about teleporting and just assumed jumping to another system would do the same thing.
Oh Well, it only took me about 10 minutes to delete all the building parts, abort the mission, teleport home, make the two Poly Fibre, fly back to the Nexus grab the mission again, fly to the planet and throw everything down...it was a breeze doing it, just mentally frustrating.

They shouldn't offer missions to players that do not have the required items already unlocked. Or at least have the mission SHOW what is needed that THAT player is missing.
You'll find most of plants you need for sale. (Trade Post is abit better, since Station...stay empty)
This weaks outpost, found most of starbulb near my outpost i was making, sat at Trade Outpost (which is were I tend to make Weekly Outpost) Ended up buying Cactus.
Had go back to Anomaly to buy recipe... Little mad about that.
I agree about the mission requirements, they should be able to look at the mission and your availability and let you know there are missing requirements...list out which blueprints you are missing...also they should know that the system they chose would have the required items available or not.
I have accepted a few Nexus missions for the 400 quick sliver that took me longer to complete than they were worth - in my opinion.
I guess there has to be a factoring of how difficult something might be for the prize, and not just have busy work tasks to draw something out.
