Hmm... I thought this wasn't possible anymore (see https://steamcommunity.com/app/275850/discussions/0/4362372646219893317/)? Still, I've tried looking in a few other Gek system space stations but every Gek I speak to is a normal non-hirable one.
I've also tried deleting and rebuilding both terminals and moving them to different rooms, but the same NPC spawns when I rebuild the terminals (even if the Construction Terminal is the only one currently built, the Gek there gives me the farmer text). I only have the one base, so it's not an issue of the Geks still being spawned elsewhere. I haven't tried deleting my base completely and rebuilding it, but I guess I'll try that next.
Really hoping I haven't messed up this save for good...
But I had marked a location on a save I was doing a No Starship run (now converted obviously)
Read your thread followed the link and remembered the Archive location and spotted him for ya. Your condition may be in a perpetual locked state but try Archives and Trade Centers too.

Does it make a difference if you select the Expanding The Base mission in your log instead of the farmer's mission when you talk to either of them?
Hired gek to right, interacted with station again.. CLONE.
Created teleporter and warp to the Archive base to refresh zone, and both NPCs are now CLONE and both act as hired Ag Farmers..

Thanks! I forgot to mention it, but I had already tried switching active missions in the log from the Farmer's to the Overseer's and vice-versa, but it made no difference. Both NPCs always respond as the Farmer, no matter which mission is active.
Wow, thanks for doing all that! So if I understand correctly, in this save you already had an Overseer and a Farmer, and you hired a new Farmer, and now both your Overseer and Farmer are Farmer clones... have I got that right?
Was the new Farmer you hired a copy of either of the previous two NPC's you hired? (If it was a brand-new NPC, that suggests that even if I had hired a different Gek NPC as my Farmer, it still would have overwritten the Overseer.)
No to Overseer! This was strictly the Ag Farmer. Demonstrating that even tho Its been proven that re-hiring failed post Orbital,(bug? deliberate? oversight? idk) somehow the recent updates have given us a window to re-hire.
I get ppl not wanting to hit Tube, but this shows the NPC i'm going to hire, then me dropping as BC, a station, interacting w/ station to spawn my current Ag Farmer. SLOWED to show different Gek seed. Then hiring the other Ag Farmer. Interact with Station to call in the NEW Ag Farmer and the two are shown side by side with the same name. Both now act as Ag Farmer

This is really close to your bug, as I would assume if I did know where an overseer was in this two planet system.. or the space station.. humm.. perhaps (did check).
It would do the same thing as your instance.
Just go hunting in a different Gek system as other's have said.
Land on a SS, if not there, take of and hit you Trade scanner for a Trade Station, The system default will point you to a POI and look for rdouglass1's (Iron Side)
Did you try just completing the missions ?
That said, I think I may have found a workaround for this issue. If I create more bases in those other systems (I made 4 more bases in 2 different systems all with the same result), then when I build the Construction Terminal and my Overseer is summoned, they have the Overseer text (in my case it's the "I should leave them alone" line, since I don't have circuit boards from the Scientist yet).
Strangely enough, if I build an Agricultural Terminal at those other bases, the Farmer is summoned and has the Overseer text too (so now I have two Overseers and no Farmer LOL).
Fortunately, this doesn't change things at my main base, where both still have the Farmer text. So, the workaround I'm going to try is to have a tiny secondary base in another system with just my Overseer (and a powered Teleport Module for convenience). I'll use that to follow the "Expanding the Base" missions and follow the "Agricultural Research" missions at my main base.
Fingers crossed it'll work (if not, I'll post here) or Hello Games fixes this soon.

There doesn't seem to be a way to replace your employees, though. If there was, they have removed it.
Alternatively, you can probably just delete a terminal then engage in dialogue at the other one... then destroy and rebuild terminals as needed
