Report a translation problem
The listing convention is iirc Settlement, freighter, your bases oldest to newest, other bases from oldest to newest then Space Stations from most recent visited to oldest. On expedition saves iirc your stations for the 5 drop zones will always stay visible, at least mine have on the exp saves I have kept from the past.
Staying out of MP will make your life easier and bases are still there to mooch off of.
As for not being able to download others bases (only at the anomaly for me) that just means that the base owners have left the game but NMS hasn't reloaded/updated the list. This happens a lot. There are so few materials needed for this expedition it's really not an issue but if you really want free mats it's best to be out in space and just look around till you find a base named something that looks helpful. "Joes Resource Store".
Something to remember is if you save your base, add a bunch more stuff and forget to update your base at the computer then those items will be invisible to anyone else. Most issues with bases are just not understanding how the process works or expecting things that aren't reasonable like wanting the game to update anomaly lists every minute or two. Man would that mess up the game. Those poor little hamsters would be exhausted, all that work...
