Do you have it configured for a region close to your New ISP?
Do you have any VPN software running? Is your ISP gear managed by them? If they manage the gear you needed to get the service, can you call them and ask for assistance.
We are assuming nothing but ISP has changed. So there in lies the rub.

This is a networking issue on their end, not an issue with the game
Not to my knowledge. How about your ISP, did they upsell you into a managed package.
Match making tested with anybody other than BF?
I live in Italian countryside, that is my Internet connection is using 4G networks. If I use my best ISP, that is faster Internet, more than 100 Mbit/s, I have just downloaded today NMS update at 14.1 Mbyte/s (that is more than 100 Mbit/s), I'm unable to join any of my Steam friends and NMS friends, networking is working but, I'm able to meet with just random people on the Anomaly.
I have the exact same issue with GTA Online.
I had a more worse issue with ED, I was totally unable to play due to the fact that I was unable to join the matchmaking server (that was what the error was reporting to me).
If I use another ISP, same 4G modem/router, exact same firewall rules, AFAIK this ISP uses different Internet routes and automagically I'm able to play ED and meet with NMS and Steam friends in NMS and in GTA Online. Simply, I don't usually use this different ISP because it has a much slower Internet connection in comparison with my usual ISP. I use it just when I want to play some game that has issues with matchmaking servers and my usual ISP.
I repeat IDK in advance if you are affected by my same issue, but it could worth a try to change ISP as needed and see if it works.
Read this last year and just had to search a bit. I hope this gets you back to match.
