Noticed that I noticed actual light snow yesterday.
That said, toxic and marshy planets usually have constant rain, which you'll have before making those jumps, but you won't have storms.
I've made several jumps. Had an old save from when it first came out, but deleted it to start a new one.
Maybe it's because I should start Atlas' quest? I'm still avoiding it.
No, you should have weather on planets so long as you've made two hyperspace jumps in the save in question. But, not every planet has weather and some only very occasionally have weather, so depending on how long you generally spend on planets, you might not see it.
Do you play on high? Or ehanced?
The game really avoids moving water because it takes so much processing power. Back in t he very early days of the game, the water bodies were a lot more realistic, but they traded that in for a lot thicker plants/rocks with acceptable but not great water dynamics.
I like this shot because it shows the better water physics and the sparse amount of vegetation and rocks on the land. Plus, it is a pretty shot.

I also use a mod that replaces the textures for rain drops (and snow), so that it looks better. I'ts part of the Dud's Sky - Colors[www.nexusmods.com] mod package. The rain and snow textures are worth using even if you don't want the rest of what the mod offers (it's entirely modular).
Edit: It also just occured to me that (I think) the way the game renders rain is that it's just a small area effect immidiately around the player. So if you use a camera mod that moves the camera farther out in 3rd person, you may not see the rain at all.
A lot of games use that technique for weather effects, because it gives the appearance of rain without needing to render more than a small area of it.
This is odd, I have gone into photo mode and there is the aura of particle effects around me in a bubble.
When I zoom out and extinguish the Cloud/Fog; there still exists that sphere surrounding my avatar.

I'll keep an eye out perhaps I haven't landed on the right planet yet.
