Lure catch fish type all the time?

When looking at the lures some say catch this fish that's only out during storm, night, sun & so on. Does that mean that the lure will catch that type of fish anytime? Does it mean that during that time it helps catch the fish that are only out then? Also don't have access to the lubricant yet recipe yet. Thanks!

Afaik, they just increase the odds of hooking fish with those traits when you are in the appropriate biome and conditions...
ie. You will only catch a storm-loving fish during a storm, but using storm-loving bait will raise the odds of catching one during a storm...

You can buy lubricant recipe on the Anomaly ;)
but there are easier/cheaper baits from foods... you might find like to take a look at this thread for bait recipes...
