You may need to make up with one of the other factions by the time you're done though.
the pass can be used to reset any negative faction standing records at a Space Station Core.
It's an even exchange. You're basically swapping one kind of standing for another.
Also note: if rep is positive the passport will do nothing. Since doing almost anything will increase your cachet with almost anyone it is entirely possible for you to have raised those numbers to the point where no amount of freebooting will so much as put a dent in them.
Because all other factions raise standing buy doing the different actions mentioned in the catalogue.
I'd consider it a feature until the patch notes say otherwise.
Killing pirate rivals or smuggling contrabands is something else.
Just letting you know that the factions in the game are not real people. So 'robbing and stealing' from 1s and 0s NPCs isn't going to affect your karma in real life. Probably.
So NMS NPCs are like super fake.
