OP, you only need v3, and you only need 1 of them. They're backward compatible.
But, oh well... I just have to pick and choose what's important... opening the occasional door or container.... or Not Dying :) - LOL.

Hi, I'd like to submit a bug report. I'm tired of having to carry all three Atlas Passes because these programmers can't be consistent.
It's been awhile since I tried to open a V2 door, but I thought that a V3 opened them.
Some locked rooms contain deeper lore, and you might find some of the items you find helpful early game.
You can disregard the 1st and 2nd passes once you can craft Atlas Pass 3. I noticed they can be stacked too but I have never tried to trade them or give them away. Maybe someone has tried that?
This. After the consolidation, there was a bug where V3's would not open V1 containers found in underwater ruined buildings, but that has been patched. V2's still only open V2s, which has always been odd.
