However, if you only concentrate on the Whispering Bonefish, you definitely don't need a Toxic planet or the Legendary (Bionic Lure) bait.
Just fish on any planet (except a Gas Giant) at night.
You don't have to use any bait but Shadow Lures (for nocturnal fish) are quite cheap to make (Antimatter, Metal Plate and Cyto-phosphate).
Even easier, you can cook some of your 80 collected bones up to make Softened Marrow which also attracts nocturnal fish when used as bait:

p.s. you can buy the recipe for Lubricant in the Anomaly at the terminal next to the Multi-Tool cabinet between the Multi-tool and Exocraft Iterations.
Also remember that all fish you catch can be released back into the water for nanite rewards, so you aren't feeling like you are doing something for nothing.
