If I delete and reinstall
Will my progress still be there because cloud save? I'm having a problem and might be needing to re-install but Im scared

Cloud is usually fine, but to be safe, backing up the data is fine. Just search here for the info on where it's located for your OS... or google.
Iirc, you don't even have to worry about cloud saves since most of the time games don't clean up the AppData folders after themselves where the save data (and some settings) is actually stored. Anyway, if you're worried, you might as well just go there yourself and copy the files into some other temporary folder (even on the Desktop) - C:\Users\YOUR_PC_NAME\AppData\Roaming\HelloGames\NMS

If you haven't already, try verifying the game files 1st to see if that will resolve the issue. If it works you'll save yourself some time and effort.
a few things to check.

1. Make a copy of the save folder.

C:\Users\(name)\AppData\Roaming\HelloGames\NMS\
note: Unfortunately, the cloud cannot be trusted 100%, so having your own regular backup of the save files is recommended, ideally you make a copy after each game session.

2. Verify the game files.
Described here.

note: If a defective file is found, only that file will be downloaded, and you don't have to reinstall everything.

3. Remove any mods.
note: mods have changed after the world update, and need to be updated to the new format, and placed in a different folder than before.

4. Check windows, does it need to be updated? maybe new drivers are needed!
You'd only have to worry about trusting cloud saves alone if you were on linux, because uninstalling the game usually also deletes the prefix

But on windows the appdata folder for hellogames will remain, and your saves are there

Though in my experience the cloud saves are pretty reliable too.
Also save your backup NMS save folders to USB, just in case you have a catastrophic OS or hardware failure, where again, Steam Cloud is NOT 100% reliable.

i uninstalled and reinstalled. everything was still there, i had no steam cloud active either.

your saves are placed in app data/ roaming / Hello games / ST xxxxxxxxxx. so that folder isnt ever touched when you uninstall.
