You don't have to keep searching for an "S" class. Just take the "B" class, and upgrade it at a MultiTool vendor.
Otherwise you're fighting RNG, and any gambler knows the house always wins.
Sometimes you get lucky and get what you want in 1-10 tries, and then maybe you'll never get that lucky again for months/years. Sometimes you get unlucky and won't get what you want in 200+ tries. And having the luck once doesn't mean you'll have the luck if you try again or that it's normal. Maybe, maybe not.
If you don't want to go the "make lots of nanites" and upgrade route, or use another player's coords etc, that's your choice. Nothing wrong with that choice, but it may (or may not) take a long time, so you need patience. Keep looking, happy hunting.
PS I'm still looking for my perfect shape/style of Interceptor. I don't even care about class tier, just the appearance. i've found two that are close but not what I know is possible. So I keep looking. I'ts been many many planets and maybe 700 hours played. Haven't got it yet. Sigh. :)
So you want it handed to you basically. I took my C to an A pretty quickly by scavenging and earning nanites in under 20 hours, I have 3 S class multitools now, my ship from a C to an A in 30 hours and I own a dozen ships ranging from B - S and have 4 S class frigates in my freighter fleet.

1-star economies have 0% chance for S class,
2-star economies have 1% chance,
3-star economies have 2% chance,
outlaw economies have 5% chance. (but also have 85% for C class, so you'll mostly find those)
There is no guarantee you will find an S class in a system that has the potential for one.
Each terminal has it's own dice roll, so even if there are 100 terminals in a given outlaw system, there is no guarantee that it will have a single S class terminal... Much as that would be unlikely, it is still possible with how chance functions.
If a given terminal gives an S class, then it will always give an S class.
I'm not certain if the design of an altantid MT is fixed for a given terminal, or if a save/reload will cycle through a selection of designs (this works for sentinel MTs iirc).
As others have stated, you could spend a fraction of the time wasted looking for a wild S class on earning the nanites to just upgrade one for yourself. Nanites are easy, there are many ways to earn them very quickly without cheating, and there are many threads on the topic if you want to learn how.
It's not that I refuse to make nanites, it's that S class upgrades are ludicrously expensive. I have like 100k right now, and I still want to unlock companion slots and build ships.
The thing is even though my current MT is ugly, I don't want to sacrifice stats. Atlantid is the best for mining. The staffs are just cosmetic, THOSE I don't care what class they are.

That's not at all what I said. I was looking for hours.

Atlas staff and sentinel MTs are also OP for mining as you can install a second core mining beam module and basically never overheat (same as with the atlantid). There is really no need to get an atlantid just for mining.
And again, learn how to earn yourself some nanites. I have well over a million in my main save, and I spend them on S class upgrades regularly.... You're just being lazy/inefficient.
Also, basically every system has an exotic ship. There is no such guarantee for S class MTs or crash sites.
If you're in an outlaw system and there are still undiscovered monoliths, then you have exactly the same chance of any of those being S class as any in a new outlaw system.
If your going there to explore anyway, look around who knows what you'll find, Just don't think that a 3 Star system will automatically have an S class in every box.
