Then you have to go to the Admin office and make settlement decisions, and work out disagreements.
Yes, the Spire with the terminal allows you to become the Administrator of the Settlement, unless another player already is running the settlement.

Select the quest in the log and there should be an “ABANDON MISSION” thing you can click at the bottom of the screen.
The spire looks like a small version of the Washington Monument in Washington, DC, it has a panel on it that allows you to become the admin of the settlement.
As of my understanding enough people whined about getting cities & they responded with settlements... which would be fine if it wasn't a unskippable quest.
If there is an overseers office (with a teleporter and a management terminal) then it's already been claimed
The settlement charts (and i think the mission to claim a settlement) don't filter out already claimed settlements...
You're best bet is to go to a previously undiscovered system/planet and look for a settlement there
Edit: Found that the cartographer on space station will sell me a settlement location for 5 maps. This is I think the best option.
