settlement mission

Settlers. Can't understand what they say and the only option I get is Leave. Haven't progressed one lick here. What am I doing wrong?

Have to become the Administrator of the Settlement? You do that at the terminal at the Town Spire.
Then you have to go to the Admin office and make settlement decisions, and work out disagreements.

I'll look again for the Town Spire. The decision one I found but need to be admin. The Town Spire is different than the Hub right? The hub just tells me the towns stats.

Yes, the Spire with the terminal allows you to become the Administrator of the Settlement, unless another player already is running the settlement.

Well while I was logged someone else nabbed it. Or maybe I was at the wrong one to start. I had prior visited a few and found no Spire, wasn't looking for a Spire, just the hub in the center with a panel that just gave town stats. My patience with this mission is just about exhausted. I have no HUD marker ( well I did go up in space and the gold boarder settlement Icon led me back to the take on, There are more ships and settlements here than people at the local grocery. If I knew how to delete this quest I'd do it and hope it turns up in some less popular planet.

Select the quest in the log and there should be an “ABANDON MISSION” thing you can click at the bottom of the screen.

The spire looks like a small version of the Washington Monument in Washington, DC, it has a panel on it that allows you to become the admin of the settlement.

Don't feel too bad. I absolutely ♥♥♥♥♥♥♥ hate that quest.

As of my understanding enough people whined about getting cities & they responded with settlements... which would be fine if it wasn't a unskippable quest.

OK so I can't delete it. How do I find a settlement that isn't taken to begin this quest? Are they on all planets because honestly this planet is to crowded.

It's possible that that settlement was already claimed before you first arrived there...
If there is an overseers office (with a teleporter and a management terminal) then it's already been claimed

The settlement charts (and i think the mission to claim a settlement) don't filter out already claimed settlements...
You're best bet is to go to a previously undiscovered system/planet and look for a settlement there

OK. That is good as I didn't know if there were settlements all over the map and not just here where I was told to go. Its good news. Thank you.

Edit: Found that the cartographer on space station will sell me a settlement location for 5 maps. This is I think the best option.

you could try to cartographer on space stations , they sell settlement location maps there. dont know if they work for the quest but they do reveal settlements.
