If you have an Economy Scanner in your starship, set your galactic map filter to economy and warp to green colour coded systems.
You always get the goods from the envoy when you accept delivery missions... did you sell the goods by accident?
Gather or source missions do not.
Yeah, it happens. good news is you can easily abandon the mission from in your mission log (at a cost of some rep), or just visit an "trading" economy to get a replacement for the delivery (they are the green systems when you have the economy filter on in the galaxy map). You'll want a 2-3 star system to ensure that trade terminals have them in stock
