Quick google search told there's an option to turn off that pre-caching thing somewhere deep in the Deck settings. Gotta look it up.
Check your Shader Pre-Caching settings under:
Steam>Settings>Downloads
Disable 'Allow background processing of Vulkan shaders'
Especially on Steam Deck the shader pre-cache is completely useless & should be disabled by default, but it's not.
Switch over to desktop mode & the setting is under Downloads. It's not available in gaming mode.
While you're there it wouldn't be a bad idea to delete your download cache (same menu, also only available in Desktop mode) & verify the files before switching back to gaming mode.
