Report a translation problem
Try opening the Steam overlay before alt-tabbing out. For me it helps in 9 out of 10 times that the fps will not drop alt-tabbing back to nms. Also it seems the fps drop is more likely to occur when you klick the nms task in the task bar rather than alt-tabbing back. At least thats how I experienced that.
When I change graphics settings I have to restart the game 99 % of the time which makes testing annoying.

For me, FPS also tanks *once in a while*, upon approach to a planet with any new/worlds 2 related content. Alt-tabbing doesn't really do it, but changing settings absolutely kills the fps.
Rebooting always restores FPS to my locked rate of 90.
One thing I thought about is disabling Nvidia background FPS restriction for NMS, this may fix the issue.
Experienced that on a 2 GB videocard, switched to 8 Gb and it never happened again.
